Chinaunveiled this week a fleet of nuclear submarines that has been shrouded inmystery and hidden for 40-plus years — a move seen by security experts as ashow of force and confidence from a nation that’s aggressively pursuing the topspot on the world stage.

"Promote" not "Provide For."Obama and the Dems are "Providing For" the general welfare withentitlements like unemployment welfare, WIC, Social Security, Medicare andMedicaid to name but a few of the more popular things. To "Promote" means to create inducements -- such as lawsand policies -- to encourage the general welfare. It's the difference betweenyou as an employer hiring 10 people to work at your coffee shop (for instance),versus giving them $50,000 each out of your pocket just for being alive. Huge world of difference between "Promote" and"Provide." Perhaps you'd do better to review your high school Englishtextbooks again.

Promote does not mean legislate andinstitutionalize the ills of society. That allows government to manipulate thepeople to receive funds from the treasury. Promoting the general welfare doesnot mean creating welfare from birth to death!
Have you considered that the US Gov't is of, by,and for the people?Yes, believeit or not, we have a Civilian Government. That cannot possibly be relevant anymore; ourcountry is so polarized and is even being divided further everyday by conceptsthat are not even sanctioned by the US constitution. Tilltwo years ago, China has been the only permanent member of the UN SecurityCouncil that did not have aircraft carrier. China has 1.3 billions of people,9,600,000 km2 of lands, 18,000 km of coastline and 3m km2 of territorial sea todefense with. However China's military expenditure only counts 100 billions ofdollars. That is just one sixth of the US's.
Nobody knows exactlywhat the Chinese are spending on their military...All we know for sure is thatUS consumers are paying for the bulk of it--in our lopsided trade deficits.
